Should you remove or cover a popcorn ceiling in Massachusetts?
Remove when a lab says the texture is not asbestos, you want a flat plane, and you accept the dust, skim, and repaint. Cover (new drywall, planks, or an encapsulating coating on intact texture) when you want the look without scraping, or when the material should not be disturbed. Leave it when it is intact, you do not need a new look, and the test is positive or unknown.

Those scrape-and-finish numbers are the same bands we already publish. Covering is not free. New 1/4-inch or 1/2-inch drywall, tape, skim, and paint still take a room out of service. You also lose a little ceiling height and you still have to disclose asbestos that remains above a cover if a test found it. What will a painting contractor actually do?
Paint Pro New England removes popcorn and skim-coats when the material is appropriate for a painting crew. We paint. We do not run negative-air asbestos jobs. If the lab is positive and you want the texture gone, that is an abatement contractor, then we can prime and paint the new plane. If the lab is positive and the ceiling is intact, covering or leaving it is usually the calmer path. If the lab is negative, scrape-skim-paint is a standard interior sequence, same as the wall repair logic in plaster repair before painting.
Do not roller-pressure a suspect ceiling “just to see.” Aggressive prep is how intact texture becomes a release. Low-VOC finish coats after a clean skim are a separate, later choice; that product conversation is in low-VOC paint for nurseries and allergy-sensitive homes.
How do MetroWest older homes change this?
Needham, Wellesley, Dover, and Holliston stock from the 1950s through the early 1980s is popcorn country. The 1978 federal ban on spray-applied asbestos surfacing did not empty every warehouse. Early-1980s texture still gets tested. Multi-layer wallpaper on the walls in the same house does not tell you what is on the ceiling; they are separate assemblies. Wallpaper is its own remove-versus-cover decision in painting over wallpaper vs removing it.
Historic-district paint rules almost never reach interior ceilings. Still, if the house is in a local historic district, exterior work is a different permit. That is historic district paint approval in Massachusetts, not this ceiling.
